On December 13, 2010, China Eximbank provided a $44,992,000 preferential buyer’s credit (PBC) agreement for National Road No. 41 (NR 41) Construction Project (Junction NR4 Thnal Toteung-Chum Kiri Section). The borrowing terms of the loan were as follows: 20-year maturity, 7-year grace period, 2% interest rate. The proceeds of the loan were to be used by the borrower to partially finance an EPC contract with China Road & Bridge Corporation (CRBC).The purpose of this project was to construct a 95.28 km segment along National Road No. 41 (NR 41) that runs from the junction of National Road No.4 (NR 4) in Thnal Toteung to Chum Kiri District (Khmer: ស្រុកជុំគីរី) in Kampot Province. This road connects the Cambodian capital of Phnom Penh with the country’s southwestern coastal area.CRBC was the EPC contractor responsible for implementation. Guangzhou Wanan Construction Supervision Company was the contractor responsible for project supervision. The groundbreaking ceremony was held on May 18, 2011, and the project was completed on June 29, 2015.
This project is also known as the Construction of National Road No. 41 (NR 41) from Junction NR4 Thnal Toteung-Chum Kiri Project. The Chinese project title is 柬埔寨41号公路.The China Eximbank loan that supported this project is not included in the Overseas Development Finance Dataset that Boston University’s Global Development Policy Center published in December 2020.
