Project narrative

On June 12, 2005, China signed a Memorandum of Understanding (MOU) with Laos to develop the latter's internet, mobile phone, and cable TV capabilities. The signatories were the President of Laos' Economic Development Fund and the Director of Beijng's New Technology Development Department. Under the MOU, the Chinese company would start construction of the necessary infrastructure within 90 days.
