Narrative

Full Description

Project narrative

In 2012, China announced its intention to finance a 50MW wind farm in Tarija. It was to be developed by Chinese firm Sinomach, with 85% of the project's financing coming from the China Exim Bank, and the remaining 15% of the project to be paid for by the government of Tarija. The wind farm was expected to be completed by 2014, after an investment of $28 million. The first wind farm in Bolivia, constructed by Hydrochina Corporation (a Chinese firm), was officially opened by president Evo Morales at the beginning of 2014.

Staff comments

$28 million USD total investment and China will finance 85% of it so China will invest roughly 23,800,000 (28 x 0.85). Possibly overlaps with the Qollpana Wind Farm EPC, which was carried out by a Chinese company but not necessarily funded by Chinese entities (See #36305). Because China Exim Bank is provided 85% of the financing, the facility was probably in export credits. This lead to a change in Flow Class, Intent, and Flow Type. The description was modified to reflect this change. It was previously coded as just a loan.
