Description

On June 8th and 9th, 2013, the first China-LAC Agricultural Ministers Forum was held in Beijing, during which a thematic forum on agricultural science and technology and a thematic forum on agricultural economy and trade were held respectively, attended by over 350 representatives of agricultural departments, research institutes and businesses from China and 22 Latin American and Caribbean states and some international and regional organizations (including 16 ministers and 9 vice ministers). Then in July 2014, the China CELAC (Community of Latin American and Caribbean States) Forum first met, of which the CELAC - Agricultural Ministers Forum is a subcommittee. On January 8th, 2015, a multi-point cooperation plan was released as a result of this meeting. One of the actions included in this plan is a China-Latin America Agricultural Cooperation Fund of US $50 million set up by the Chinese government that will be used to guide the implementation of agricultural cooperation projects of the two sides, including 8 agricultural research and development centers. 22 different Latin American countries signed this plan, but it was alluded to that Uruguay would be the sites for one of these centers. It is unknown how much funding each center will receive from the fund, or the timeline for the implementation. Progress has been made with the 2014 opening of two Cuba-China Moringa Science & Technology Cooperation Centers in Havana and Yunnan Province (Project ID #69983), as well as the 2022 opening of the Sino-Latin American Chinese language and Agricultural Science & Technology Development Center, in Guangzhou. South China Agricultural University also signed agreements in July of 2022 to open agricultural research centers at at the Chapingo Autonomous University in Texcoco, Mexico, and the Federal University of Mato Grosso in Brazil. However, there have been no concrete plans released for the construction of an agricultural research center in Uruguay, specifically.
