On August 11, 2014, China's Ambassador to Rwanda H.E. Mr. SHEN Yongxiang announced that his government would provide a grant worth $26,508,751.74 for the Government Administrative Office Complex (AOC) Construction Project. The purpose of this project was to construct a Government Administrative Office Complex (AOC) in the capital city of Kigali (exact locational coordinates: -1.9562166028304055, 30.084386849071564. The project involved the construction of a complex that would cover 20,000 square meters with a total floor space of about 16,377 square meters and an eight-story main office building. The complex houses the Prime Minister’s Office, Ministry of Infrastructure, Ministry of Justice and the Rwanda Law Reform Commission. It can accommodate 1,110 people. CITIC Architectural Design and Research Institute Co., Ltd. was the contractor responsible for project design. Top International Engineering Corporation (also known as Huashan International Engineering Company) was the contractor responsible for implementation. Shandong Construction Supervision Consulting Co., Ltd. was the contractor responsible for project supervision. A foundation-laying ceremony took place on March 23, 2016. However, construction did not begin until July 15, 2016. Then, on August 29, 2018, Rwanda’s Prime Minister conducted an on-site project inspection. The project was completed on February 28, 2019. A formal handover and inauguration ceremony was held on April 22, 2019. The new complex is expected to help the Rwandan Government cut office rent expenditures, Claver Gatete, Rwanda's Minister of Infrastructure, told journalists in 2019 that the Rwandan Government had spent more than $4.4 million to rent offices for about 30 public institutions over the prior 10-year period.
