Project narrative
In 2005, China’s Ministry of Commerce (MOFCOM) provided an RMB 60 million ($7.5 million) grant for the Aceh Tsunami Building Reconstruction Project. The purpose of this project was to construct 60 sets of prefabricated building in areas of Aceh Province that were affected by the 2004 Indian Ocean Tsunami. 34 buildings were constructed for schools. 17 buildings were constructed for kindergartens. 9 buildings were constructed for office space (including the campaign office for the Aceh Governor Elections). China Construction Fourth Engineering Division Corp. Ltd (中建四局) — a subsidiary of China State Construction Engineering Corporation (CSCEC or 中国建筑集团有限公司) — was the contractor responsible for implementation. The project commenced on December 12, 2005. Then, on November 30, 2006, MOFCOM dispatched 60 inspectors to conduct on-site project inspection work. The project was ultimately completed on December 12, 2006. An official project handover ceremony took place on December 21, 2006. A certificate of appreciation was issued by the Indonesian Government on March 6, 2008.

The Chinese project title is 亚齐海啸板房项目 or 中国援助亚齐海啸板房项目 or 印尼的60套预制板房. Sources differ on the monetary value of the MOFCOM grant commitment for this project. One official source indicates that the value of the grant was RMB 60 million. One media source indicates that the value of the grant was 40 million.
