Project narrative

In December 2007, the Deputy President of Sinohydro Corporation (Chinese: 中国水电) donated 100,000 USD to the Governor of Phongsaly (Lao: ຜົ້ງສາລີ). The donation will be used to improve the television and radio reception of Phongsaly which is a province in northern Laos. Flow class is coded as "ODA-like" because Chinese state owned enterprises are considered official financing.
