Project narrative

In February 2006, the Chinese government granted an additional $4.8 million USD to St. Lucia for the construction of the 104-bed psychiatric hospital. The Chinese government had already granted EC$6.5 million in December 2003 (#54919) and $3.41 million USD in 2004 (#54921). Construction on the hospital began on April 3, 2006, which was delayed from an expected start date of November 2005. On April 25, 2007, St. Lucia announced that it was renewing diplomatic ties with Taiwan. This announcement lead the Chinese government to abandon the construction of the 104-bed psychiatric hospital in St. Lucia.The hospital was almost completed when St. Lucia announced renewing ties with Taiwan which also made it unclear how much Chinese funding had already been disbursed.
