On February 5, 2009, the Chinese Government and the Government of Uzbekistan signed letters of exchange for on a grant of RMB 25 million (3.7 million USD) for the provision of mobile x-ray (customs inspection) equipment to prevent smuggling and boost trade. The RMB 25 million grant was drawn from the proceeds of an Economic and Technical Cooperation Agreement (ETCA) that was signed on August 23, 2006. The grant agreement was finalized and signed by both parties on April 2, 2009. The purpose of the grant was to equip customs posts (border checkpoints) with mobile scanning equipment to combat smuggling, drug trafficking, and arms trafficking.
