Project narrative

According to Associated Press Newswires in 2007, Chinese and Chadian officials signed a USD 257 million economic agreement to fund several projects in Chad (described in #396). One of the projects that the Chinese Government pledged to support $1.1 million to help the Chadian government move from a paper-based records system to an electronic records system. The loan was pledged shortly after Chad ceased diplomatic relations with Taiwan. Other projects pledged through the the same agreement included a cement factory (captured in #397), a telecommunications project (captured in #398), and a road network (captured in #400).
