Project narrative
In March 2014, the Chinese Government provided a grant worth WST 33,897,200 to the Government of Samoa for the Siumu Primary School Reconstruction Project. The grant proceeds were at least partially drawn from an economic and technical cooperation agreement (ETCA) that the two governments signed in April 2012 (captured via Record ID#71882). The purpose of the project was to reconstruct the L-shaped Siumu primary school in Si’umu (immediately adjacent to Palalaua College). The school had been severely damaged by Cyclone Evan in 2012. Hunan Construction Engineering Group Corporation was the contractor responsible for implementation. Construction for the project began on March 6, 2014. A project completion ceremony was held on October 23, 2015. Upon completion of the reconstruction project, the school was renamed the Concord Primary School. The school was then officially handed over to the local authorities on December 23, 2015.
