Narrative

Full Description

Project narrative

In April 2013, the government of Grenada said China had earmarked $31.49 million for the rebuilding of National Athletic and Football Stadium. The 18-month stadium project will include a complete redo of the football field and athletics track and 7,000 permanent seats, in addition to the existing bleachers. When completed, the stadium will include a pyramid shaped roof, a new eight lane Mondo track and aspects of 'green technology'. The stadium will replace the current structure, which was severely damaged by Hurricane Ivan in 2004. Subsequent reports indicated that the project itself cost EC $68 million ($25.19 million USD). According to a 2017 Government of Grenada source, China provided 10 million USD in 2012 to the Athletic stadium, 30 million USD in 2014, 15 million USD in 2015. The total of 55 million USD has been captured as the transaction amount. According to the 2016 estimates of revenue and expenditure, the form of financing is a grant. It should be noted that the Chinese Embassy has claimed that the Chinese Government provided EC $60 million to rebuild the National Athletic and Football Stadium in 2013, however, this figure is not reflected in the 2017 Grenadian Government source. The 55 million USD figure is therefore recorded as it is from the most recent Grenadian government source. A ground-breaking ceremony was held on December 17, 2013. According to the 2016 estimates of revenue and expenditure, construction works on this Chinese grant funded Project commenced in early 2014 and was expected to be completed in 18-24 months at an estimated cost of approximately $64.8 million. The project is now completed and will be handed over to the Government in the first quarter of 2016. The estimated cost of works undertaken during the course of 2015 is $15.0 million. China State Construction Engineering Company (CSCEC) finished construction on October 15, 2015, and the stadium was officially handed over on January 23, 2016.
