Project narrative

In 2007, China’s Ministry of Commerce (MOFCOM) provided an RMB 70 million grant to the Government of Yemen for the Ministry of Foreign Affairs Office Building Construction Project. The total cost of this project was RMB 100 million. The Government of Yemen was expected to pay for the remaining RMB 30 million. The purpose of the project was to construct an office building for Yemen’s Ministry of Foreign Affairs (وزارة الخارجية‎ or وزارة الخارجية اليمنية) in the capital city of Sana'a. The building was designed with 7 floors at a height of 29.25 meters. It had a construction area of 15,570 square meters. Weihai Architecture Design Institute Co., Ltd. (威海市建筑设计院有限公司) was the contractor responsible for project design. China State Construction Engineering Corporation (CSCEC) was the contractor responsible for project implementation. 300 Yemeni workers were also reportedly involved in the construction of the building. A foundation stone laying ceremony took place on September 25, 2005. However, construction did not begin until February 28, 2006. The original anticipated duration of the construction period was 20 months. Construction ultimately ended on August 28, 2007. MOFCOM judged the quality of this project to be ‘excellent’ upon its completion. The Chinese Government also provided funding for the furnishing of this building through a separate agreement (see Record ID#64938).
