Project narrative

On October 23, 2003, during the International Conference on Reconstruction in Iraq in Madrid, Spain, the Chinese Government pledged a RMB 200,000,000 grant ($24.2 million USD) to assist Iraq's immediate humanitarian needs and rebuilding efforts after the U.S.-led invasion and toppling of Saddam Hussein regime. The Chinese pledge was apart of the $33 billion USD in grants and loans that various governments and international institutions pledged for the reconstruction of the Iraq at the Madrid conference. By July 2004, the Iraqi government was complaining that states who made pledges were not paying, including China in these complaints of states who haven't met their pledge. Details on this pledge beyond the size, flow type, and date of pledging are unknown. However, a 2006 report from the Congressional Research Service states that China provided $25 million USD in monetary donations to the Coalition and U.N./World Bank Reconstruction Trust for the reconstruction and stabilization of post-war Iraq. The $25 million USD mentioned was a total figure for both future pledges and funds already disbursed, and represented a combination of grants and loans. Thus, it is unclear whether or not any of the RMB 200 million pledge made in 2003 was ever disbursed.
