Project narrative

On April 2, 2012, the Chinese Government and the Government of Namibia signed an exchange of letters regarding the Hardap Inland Aquaculture Center Upgrade Project. China’s Ministry of Commerce reportedly committed RMB 18 million of grant funding in support of the project. These funds were drawn from an Economic and Technical Cooperation Agreement (ETCA) that the two governments signed on February 9, 2009 (recorded in Record ID#1296). The project involved the upgrading of the Hardap Inland Aquaculture Center, which is located about 270 kilometers from capital Windhoek. Upon completion, the Center was expected to produce around 37 tons of marketable fish and half a million fingerlings per annum. Sinohydro Tianjin Engineering was the contractor responsible for implementation of the project. The company signed a construction contract with the Government of Namibia on August 29, 2014. The originally anticipated period of project implementation was from November 20, 2014 to November 19, 2015. The actual project commencement date was November 24, 2014. The project was completed on July 8, 2016. The Hardap Center is referred to as the "Hadap" or "Hadapu"" center. The Chinese project title is 哈达普水产养殖中心改造项目 or 纳米比亚哈达普水产养殖中心改造项目.
