On December 22, 2000, the Chinese Government and the Government of Bulgaria signed an exchange of letters, which committed RMB 5 million of grant funding ($600,000) for education and social sector projects in Bulgaria. The agreement was signed by Nadezhda Mihailova (Nadezhda Mikhaylova), the Foreign Minister of Bulgaria, and Tang Jiaxuan, and the Chinese Foreign Minister.
