Project narrative

Between September 14th and 16th, 2008, during a state visit to (FYR) Macedonia by Chinese Deputy Prime Minister Zhang Deijang, China and Macedonia signed four agreements. According to statements made by Zhang Deijan, they deepen Chinese-Macedonian relations. One of the agreements was signed between Chinese Vice Minister of Commerce, Yu Guangzhou, and Macedonian Minister of Economy, Fatmir Besimi on September 15th. The agreement was entitled “Exchange of Letters on Cooperation in Human Resources Development between the Government of the People's Republic of China and the Republic of Macedonia” (中华人民共和国和马其顿共和国政府关于人力资源开发合作的换文). The agreement was associated with a CNY 1,000,000 Yuan grant for the purposes of developing Macedonian Human Resources. (Transaction amount documented in this project). A second agreement, signed again by the Chinese Vice Minister of Commerce and Macedonian Minister of Economy, was entitled “Agreement on Economic and Technical Cooperation Between the Government of the People’s Republic of China and the Republic of Macedonia” (中华人民共和国和马其顿共和国政府经济技术合作协定). According to the Macedonian Government’s official news outlet, MIA, the agreement is associated with a CNY 10,000,000 grant for realizing official development projects between the two governments (see Record ID#42274). It was agreed the allocation of the CNY 10,000,000 would be decided by a later agreement. A third agreement signed by Economic Counselor of the Chinese Embassy, Sun Livei, and the Macedonian State Secretary of the Ministry of Economy, Krum Stojanov, was a memorandum of understanding (MoU) between Agency for Foreign Investments of the Republic of Macedonia and Investment Promotion Bureau within the Chinese Ministry of Commerce. The agreement was entitled Memorandum of Understanding on Promotion of Investment Promotion Agency of the Ministry of Commerce of the People's Republic of China and the Foreign Investment Administration of the Republic of Macedonia” (中华人民共和国商务部投资促进事务局与马其顿共和国外资局促进谅解备忘录). The fourth agreement was signed by the Macedonian Minister of Culture, Elizabeta Kanceska-Milevska, and the Chinese Assistant Foreign Minister, Wu Hongbo. The executive agreement was entitled “Ministry of Culture of the People's Republic of China and Culture of the Republic of Macedonia" Ministry of Culture 2008-2011 Implementation Plan for Cultural Cooperation” (中华人民共和国文化部和马其顿共和国文化部2008-2011年文化合作执行计划).
