Project narrative

On October 29, 2009, the Ukrainian legislature authorized a state-owned company called State Ukrainian Polytechnic Association (Polytechmed) to obtain a $250 million buyer’s credit loan from China Eximbank and China Development Bank. The Government of Ukraine issued a sovereign guarantee for this loan. The proceeds of the loan were to be used by the borrower to purchase ambulances from the Chinese state-owned car manufacturer JAC Motors.
