Project narrative

According to a WikiLeaks source (ID 91507), in 2001, the Chinese government granted $2.41 million USD for the Djibouti Ministry of Foreign Affairs Office Building Construction Project (French project title: La construction du bâtiment administratif du MAEC). On 10 March 2001, the foundation laying ceremony for the was held and attended by more than 150 people, including President Ismael Omar Guellah, Prime Minister Dileita, Speaker Badu Le, and other senior government officials. Construction was completed on 26 March 2003.
