On February 24, 2011, an agreement was signed in Kyiv, Ukraine stating that China Ministry of Science and Technology, Guangdong Provincial Government and the Ukraine are to build a welding institute for research and development, known as the "China - Ukraine Paton welding Institute" (Guangzhou, China). On June 20, 2011, a memorandum of understanding was signed between the Chinese Ministry of Science and Technology and the Ukrainian State Agency for Science, Innovation, and Information in order to start construction of the Paton Welding Institute. The institute is named after Boris Paton, Dean of the Ukrainian National Academy of Sciences and Director of the Paton Institute. In 2017, the Chinese Ministry of Science and Technology approved the project as a "National International Science and Technology Base". On August 15, 2019, a delegation from Ukraine's Paton Institute of Electric Welding visited the completed China-Ukraine Barton Welding Research Institute, constructed over a period of eight years. The China-Ukraine Paton Welding Research Institute (中国－乌克兰巴顿焊接研究院”的组建标) is supported by the Ministry of Science and Technology of China and the Guangdong Provincial People's Government. The institute will carry out scientific and technological activities of modern welding and related technologies based on the innovative technology and promote them in Chinese industrial enterprises to spread the development of science and technology at Guangdong's industrial level. Both countries will support the Research Institute. The China-Ukraine Paton Welding Research Institute was established in China's Guangdong Institute of Welding Technology. In 2017, one of the China-Ukraine Paton Welding Research Institute's dean's reported that since its establishment, the institute has has undertaken more than 30 national, provincial, and municipal scientific research projects, carried out technical support and promotion services for more than 100 companies, published more than 300 papers, and obtained 56 patent authorizations. Additionally, the company engaged in horizontal cooperation with well-known domestic enterprises such as China Aerospace, AVIC, China Shipbuilding, Pangang Group, Dongfang Electric, and others.
