Project narrative

On June 29, 2011, in Beijing, President Umar al-Bashir and his Chinese counterpart, Hu Jintao witnessed the signing of an Economic and Technical Cooperation Agreement (ETCA) between the Chinese Deputy Minister of Commerce and the Sudanese Minister of Finance and National Economy, Ali Mahmud. The ETCA provides a grant for the eastern Sudan (Darfur region) development fund and construction of bridges on River Atbara. The total value of the donation is 154 million RMB, which was provided to Sudan through a combination of interest-free loans and grants. The breakdown of the funding is unknown. The aid will go toward reconstruction in eastern Sudan and economic and technical cooperation projects. The transaction amount has been left in this project. Staff comments

There is some discrepancy between the amount of funding. According to the Factiva source, the total amount of funding was 132 million RMB. Both the Arab News and official Chinese government sources report 154 million RMB.
