Project narrative

On December 11, 2007, the Confucius Institute Headquarters (Hanban) and the City of Clermont-Ferrand signed an agreement to establish the Confucius Institute in Clermont-Ferrand. As part of the agreement, Hanban is obligated to provide teaching materials, an annual fund, and numbers of Chinese instructors. The funds are dispersed through a local Bank of China account or other approved bank account created by the institute. The agreement has a 5-year validity and automatically renews at the end of every 5-year term. On July 16, 2010, the City of Clermont-Ferrand and Beijing International Studies University (北京第二外国语学院), the cooperating partner, signed a supplementary implementation agreement. Beijing International Studies University agreed to provide one or two visiting scholars annually, donate teaching materials, and receive student study groups. The Confucius Institute was officially established on March 4, 2011. On June 24, 2010, the City of Clermont-Ferrand approved a budget of 35,000 euros for the Confucius Institute’s set up and operations. The city government would also provide office space for the Confucius Institute, worth about 30,000 euros annually.
