On March 30, 2007, the Chinese Government and the Government of Peru signed an Economic and Technical Cooperation Agreement (ETCA) in which the Chinese Government committed RMB 20 million to Peru for the construction of the the China-Peru Friendship Center (Centro de la Amistad Chino-Peruana). The center consists of a theater with 296 seats, a multipurpose room, offices, activity rooms, and exhibition and meeting rooms. It is located at the intersection of Av. Horacio Urteaga, Jr. Los Mogaburos and Av. de la Peruanidad in the district of Jesús María in Lima. The center is intended to serve as a symbol of a friendly relationship between the two countries and their people, as well as provide a community space for engagement with Peruvian and Chinese culture through classes, workshops, and performances. The Municipality of Jesús María and the Peruvian Agency for International Cooperation (APCI) both assisted in carrying out the project in Perú. Banking procedures for the ETCA were managed by the Bank of the Nation of Perú (Banco de la Nación del Perú) and the China Development Bank. The letters of exchange outlining the project were originally signed on October 7, 1999. Updated letters of exchange specifying further project details were signed on the same day the ETCA providing funding was signed: March 30, 2007. The letters of exchange both highlight that the Chinese Government was responsible for the project's design, acquisition of equipment and materials, and hiring technical personnel who would direct construction. The Peruvian Government would be responsible for acquiring land and extending utility lines. On April 20, 2012, the construction contract for the center was signed by the Yanjian Group Co. Ltd. the Municipality of Jesús María. An opening ceremony was held on August 20, 2012. Construction officially began on September 29, 2012 and ended on December 29, 2013. The delivery ceremony was in September 2014. The center was declared to be in the care of the Municipality of Jesús María on October 24, 2014. The center's inauguration was on November 21, 2014. Yanjian Group Peru managed a quality guarantee for the center from January 3, 2014 to January 3, 2015.. Over the course of 2012-2014, 65 volunteers from China helped with project implementation. It appears there may have been a period in which the project was intended to be carried out by the Municipality of San Borja, also in Lima, but the location does not appear to have been ultimately used.
