Description

On October 11, 2010, China Eximbank and the Government of Belarus signed a framework agreement for an Intelligent Transport System in Minsk Project. It referenced China Eximbank’s intention to issue a $102 million loan in support of the project. During the same year, the Minsk City Executive Committee and Alcatel-Lucent Shanghai Bell (a Chinese subsidiary of a French telecommunication firm) developed a business plan and undertook a feasibility study for the project. If implemented, the project would have involved the creation of an intelligent transport security system with video surveillance in the city of Minsk and along the M-2 road to the airport and the M-9 beltway (ring road). Then, in March 2014, Huawei and the Government of Belarus signed a memorandum of understanding on the development of an intelligent transport system of Minsk. Huawei appears to have redesigned and rescoped the project. However, there is no clear evidence that a China Eximbank loan was ever issued in support of this project.
