Between October 26, 2015 and November 15, 2015, Hunan Provincial Architectural Design Institute undertook a feasibility study for the Youth Culture and Leisure Complex Construction Project (with support from China’s Ministry of Commerce). Then, on June 2, 2016, the Chinese Government and the Government of Algeria signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 100 million of grant funding for the Youth Culture and Leisure Complex Construction Project (captured in Project ID#52453). The agreement was signed by Yang Guangyu, Ambassador of China to Algeria, and the Algerian Secretary-General of the Ministry of Foreign Affairs. On December 3, 2017, the Chinese Government and the Government of Algeria signed another Economic and Technical Cooperation Agreement (ETCA), which committed an additional RMB 200 million of grant funding for the Youth Culture and Leisure Complex Construction Project (captured in Project ID#61201). The purpose of this project was to build a Youth Culture and Leisure Complex in the town of Diar El Baraka within the commune of Baraki. The complex will occupy 28,300 square meters and include a theater with 450 seats, 3 theaters with 50 seats, 2 sculpture rooms, 2 painting rooms, 3 rooms for language teaching, a multipurpose sports palace, a 50 meters swimming pool, two 25 meter swimming pools, a water basin for children, a youth hostel with 50 beds, several outdoor football pitches, administrative offices, and auxiliary equipment rooms. Sinomach is the contractor responsible for project implementation. The funder of the project (MOFCOM) conducted a project site visit on May 9, 2018. Then, a project implementation agreement was signed on December 4, 2018. In September 2019, a geotechnical engineering survey was undertaken at the project site. It does not appear that construction has commenced.

This project is also known as the Algeria Youth Cultural Palace project. The French project title is Palais culturel et de loisirs or Palais culturel et de loisirs pour les jeunes. The Chinese project title is 阿尔及利亚青年文化宫项目 or 中国援阿尔及利亚青年文化宫项目.
