According to the Pakistani National Assembly records, in July 2015, the Chinese Government signed an agreement with the Government of Pakistan to provide a special cash grant to support the rehabilitation program for thousands of internally displaced persons (IDPs) who were affected by the military operation in Pakistan's northwestern restive tribal region. The agreement, involving a grant of $10 million, was signed by Chinese Ambassador to Pakistan Sun Weidong and Secretary of Pakistan's Economic Affairs Division Muhammad Saleem Sethi in Islamabad. The grant funds were used to support efforts to rehabilitate people of Federally Administered Tribal Areas (FATA) and promote social development. The special assistance that was earmarked for the rehabilitation of IDPs was recorded by the Government of Pakistan as 'fulfilled'. $5 million was received in September 2015 and the remaining $5 million in April 2016.

The Chinese Government disbursed an estimated 1,541.63 million Pakistani rupees, or $11.01 million, to the Government of Pakistan in 2015-2016, according to 'Estimates for Foreign Assistance for 2016-2017' published by Pakistan's Ministry of Finance. The funds were separated into one special grant of 509.150 million Pakistan rupees and a grant to support GoP in TDP FATA of 1,032.480 million Pakistani rupees. 2. The $10 million cash grant proceeds were drawn from a larger $129 million (RMB 800 million) grant agreement between the Chinese Government and the Government of Pakistan that was to be utilized for Temporarily Displaced Persons (TDPs) and social sector projects in terrorism affected areas of FATA region (as captured by Record ID#72697).
