Project narrative

On June 20, 2016, letters of exchange were signed by the Chinese Government and the Government of the Kyrgyz Republic for Phase 1 of the Bishkek Municipal Road Network Reconstruction Project. As part of this agreement, the Chinese Government agreed to provide a RMB 489.5 million grant for Phase 1, which involved the construction of 7 bridges and the the restoration of 49 streets in Bishkek (measuring 95 kilometers in length). The grant funding was drawn in part from an Economic and Technical Cooperation Agreement (ETCA) that the Chinese Government and the Government of the Kyrgyz Republic signed in May 2018. The proceeds of the grant were to be used to finance a commercial contract between China Road and Bridge Corporation (CRBC) and Bishkek Municipal Infrastructure Construction Authority, which was signed on September 16, 2016. China Road and Bridge Corporation (CRBC) was the contractor responsible for project implementation. A formal groundbreaking ceremony took place on began in October 2016. However, construction began approximately six months earlier — on December 12, 2017. As part of Phase 1, Manas Street was re-opened on August 25, 2018. Phase 1 was ultimately completed nearly 40 days ahead of schedule (September 25, 2019) on November 4, 2019. An official handover ceremony took place on October 19, 2021. Then, on March 4, 2022, a project completion (handover) certificate was issued. The Chinese Government also provided an RMB 278.73 million grant for the project’s second phase (captured via Record ID#54376). The May 2018 ETCA is captured via Record ID#71678.

1. This project is also known as Phase 1 of the Bishkek Asphalt Pavement Rehabilitation Project. The Russian project title is 1 фаза проекта «Развитие улично-дорожной сети города Бишкек». The Chinese title is 吉尔吉斯斯坦比什凯克市政路网改造(一期). 2. Some sources refer to the face value of the grant as RMB 481 million rather than RMB 489.5 million. This issue warrants further investigation.
