Chinese Government provides RMB 120 million grant for Anosiala University Hospital Center Construction Project (Linked to Record ID#72747 and #72748)

Project narrative

In 2013, the Chinese Government provided an RMB 120 million grant to the Government of Madagascar for the Anosiala University Hospital Center Construction Project. This project involved the construction of a hospital with 150 beds, an X-ray machine, CT scanner, biochemical analyzer, and anesthesia machine. The 8,700 square meter project site is located in the city of Anosiala within Manakara District and Vatovavy-Fitovinany Region. Société de l’économie extérieure et de construction de Madagascar (Sogecoa), a branch of the Anhui Foreign Economic Construction Group (a Chinese state-owned company) was responsible for project implementation. According to the Chinese Embassy in Madagascar, the Chinese Government disbursed $13.5 million in support of this project in 2013 and 2014. The Government of Madagascar's Aid Management Platform (AMP) records $13,467,200 as the total amount of grant funding disbursed for this project as of September 30, 2014. The project officially commenced on July 25, 2013 and it passed inspection on September 10, 2014. Then, on September 19, 2014, the Chinese Government and the Government Madagascar signed the project handover certificate. An official hospital opening ceremony took place on June 24, 2015. Since its construction, the Chinese Government has stationed Chinese medical teams at this hospital (see Record ID#60028 and Record ID#72728). Through two separate grants for Phase 1 and Phase 2 of the Anosiala Hospital Technical Cooperation Project, the Chinese Government has deployed Chinese technicians to help maintain Anosiala University Hospital (see Record ID#72747 and #72748).
