Project narrative
On June 1, 2016, Commercial Section Counselor Zhang Liyong at the Chinese Embassy to Rwanda and Rwandan Ministry of Health Permanent Secretary Jean-Pierre signed an agreement on the Masaka Hospital Expansion Project. The two sides reached a basic agreement on the scale of construction and the division of responsibilities between the two parties. The project will increase the number of beds from 140 to 1,356. The Chinese governments agreed to funded this project with a grant of about $42 million. The Masaka hospital was first constructed between 2009 and 2011 with an RMB 100 million grant from the Chinese Government (see Record ID#56850). The hospital is located in the Masaka neighborhood of the capital city of Kigali. Its location lies approximately 17 kilometres, by road, east of the central business district of Kigali. The geographical coordinates of Masaka Hospital are 01°59'30.0"S, 30°12'43.0"E (Latitude: -1.991667; Longitude: 30.211944). A groundbreaking ceremony took place on March 30, 2023, marking the start of expansion and renovation. Chinese ambassador Wang Xuekun and Rwandan Prime Minister Edouard Ngirente both presided over the ceremony. The renovation project is expected to be completed by July 2025.
