Project narrative

On September 30, 2005, the Chinese Government and the Government of Senegal signed a loan agreement worth FCFA 26.34 billion for the Rural Emergency Electrification Program. The purpose of this program was to extend the low voltage network to poorly electrified and poorly served villages; electrify 282 villages with 1000 inhabitants or more; and provide solar electrification to 3,000 households in 900 villages with fewer than 500 inhabitants. It was undertaken in the following locations: Diourbel, Fatick, Kaolack, Kolda, Louga, Matam, St. Louis, Tambacounda, Thies and Ziguinchor. Senegal's Rural Electrification Agency (ASER) was responsible for the implementation of the Rural Emergency Electrification Program. According to the Government of Senegal’s External Financing Management Platform (la Plateforme de Gestion des Financements Extérieurs du Sénégal, or PGFE), the project was completed but the Chinese Government only disbursed approximately 10% of its original loan commitment value (2.68 billion CFA). This loan disbursement was made on December 30, 2013.
