Project narrative
In January 2014, the Chinese Government and the Government of Togo signed a framework agreement related to the Sangbana Primary School Building Construction Project. The Chinese Embassy and China Road and Bridge Corporation (CRBC) — a Chinese state-owned enterprise — provided CFA 18 million francs for this project, which involved the construction of a school building at the Sangbana public primary school in the village of Kabou within the Bassar Prefecture. It was located near Togo’s northern border with Ghana. The Sangbana primary school had aging facilities and few classrooms, forcing students of several grades to crowd together into a single classroom. The project sought to alleviate this issue by constructing a new building with three classrooms crowded into one classroom. The Chinese Embassy provided a batch of stationery and sporting goods for the school such as chairs, soccer balls, desks, workbooks, writing boards, sneakers, homework books, and desks. The Togolese branch of CRBC — known locally as Société Nationale Chinoise des Ponts et des Chaussées (SNCPC-Togo) — was the contractor responsible for implementation. The foundation stone laying ceremony for the school was held on January 14, 2014. It was attended by the Chinese Ambassador to Togo Liu Yuxi and former President of the Togolese National Assembly Bonfoh Abass. At the ceremony, the Chinese Embassy presented donated stationary materials worth CFA 2 milllion francs to the students of the school. The donated items were worth CFA 2 million francs, as captured by linked Record ID#73612. The completion and handover ceremony of the school was held on January 27, 2015, also attended by Liu and Bonfoh.

The French project title is Projet de construction d'un bâtiment scolaire à l'école primaire publique Sangbana. The "Year uncertain" box was checked because it is not confirmed that the framework agreement signed in January 2014 was a formal legal commitment.
