Project narrative

In 2009, the Chinese Government and the Government of Tajikistan signed a technical economic agreement for China to provide grant aid of RMB 60 million to conduct a feasibility study on the construction of a school in Dangara District, Khatlon Province.

1. RMB 60 million is an unusually large sum for a feasibility study. This issue merits further investigation. 2. The grant agreement is called "Technical Economic Agreement for feasibility study on the project of construction of a school in Dangara district in Khatlon province" by the Government of Tajikistan's Aid Information Management System (AIMS). The AIMS Record ID number is TJK/102179. 3. RMB 60 million was used as the transaction value instead of $8,788,633 USD because MOFCOM typically denominates its grants in RMB.
