On April 7, 2016, the Chinese Government and the Government of Sri Lanka signed an RMB 500 million grant agreement for the Comprehensive Refurbishment of Superior Courts Complex Project. The Hulftsdorp court complex is a large courthouse complex in Colombo, Sri Lanka, housing various courts of the country's judicial system. The complex is located on a short hill known as Hulftsdorp. Project narrative

On April 7, 2016, the Chinese Government and the Government of Sri Lanka signed an RMB 500 million grant agreement for the Comprehensive Refurbishment of Superior Courts Complex Project. Yanjian Group subsequently submitted an unsolicited proposal to the Government of Sri Lanka implement this project. However, when the Government of Sri Lanka asked it to implement the project on a “build and lease” basis, Yanjian Group declined. Therefore, the Government of Sri Lanka decided to look for another suitable contractor. The project was expected to be completed in September 2019. The foundation laying ceremony for the construction of this project was held on January 25, 2021. Construction is expected to end on January 25, 2024.

Staff comments

This project is also known as the “House of Justice” Project. Sri Lanka’s Superior Courts Complex was originally constructed in 1989 with aid from the Chinese Government. In 2015, the Chinese government granted 22 million RMB for maintenance of the Superior Courts Complex (captured in #69107).
