Project narrative

In 2006, the Chinese Government agreed to build the Baffa Tehsil Headquarters Hospital (THQ Baffa) and Government Higher Secondary School Baffa (GHSS Baffa) in Baffa within Mansehr District, in the Khyber-Pukhtoonkhwa (KPK). It started construction in 2012. Then, in 2014, the Chinese government agreed to provide Rs 94 million in additional grant funding to Pakistan’s Earthquake Reconstruction, Rehabilitation Authority (ERRA) to upgrade the THQ Baffa and GHSS Baffa buildings with additional facilities and equipment. These upgrades were to include a Waste Water Treatment Unit, Medical Waste Burning Facility (Hospital), Drainage for the hospital, Provision for Voltage Stabilizer in the hospital and provision for Voltage Stabilizer in the school. An MoU on the project was signed on November 21, 2014. Then, a construction contract was signed on December 18, 2015. Anhui Construction Engineering Group, a Chinese company, was the contractor responsible for project implementation. The project handover ceremony was held on November 2, 2017. In its fiscal year 2016/17 yearbook, the Government of Pakistan’s Economic Affairs Division Year Book records the value of the grant commitment as RMB 5.8 million, which is roughly the equivalent of the Rs94 million (referenced above).
