Project narrative

On 28 January, 2015, the China Eximbank signed a framework agreement with the Government of Sudan in which it agreed to finance multiple projects in Sudan, including the Tamboul Sugar Factory Project. A 2016 budget report from Sudan’s Ministry of Finance indicates that the construction of the factory was financed with a 195.3 million Sudanese pound foreign loan in addition to local loans worth 6.96 million Sudanese pounds. It is unclear whether the foreign loan was actually from China Eximbank. China GDE signed a construction design contract for the Tamboul Sugar Factory on 10 September, 2012. It is unclear whether they actually carried out this project.
