Project narrative
On September 11, 2015, the Chinese Government and the Government of the Kyrgyz Republic signed an agreement providing a $32 million grant for the Phase 1 of Agricultural Irrigation Reconstruction Project (captured via Record ID#54380). The Irrigation System Rehabilitation Project had three main components: construction of a 16.4 km new irrigation canal and a 29.9 km extension of an existing irrigation canal in Batken district; construction of a 21.3 irrigation canal in the village of Kara-O within the Issyk-Kul region; and reconstruction of the 19km Ak-Olen canal in the Tonsky District. Upon completion, the project was expected to put 5410 hectares of new irrigated lands into operation, increase the supply of water to 22100 hectares of land, and create jobs for 40,000 rural residents. The contractor responsible for project implementation was PowerChina Huadong. Phase 1 implementation began on May 3, 2018, with an opening ceremony at Issyk Lake (the site of Irrigation District #3). Phase 1 was completed on November 24, 2021. The official handover ceremony for the project's first phase was held on March 13, 2024. In December 2019, Sinohydro Bureau 16 Co,. Ltd. won a bid to implement the project’s second phase with RMB 113.8 million of grant funding from China’s Ministry of Commerce (MOFCOM). This grant commitment is captured via Record ID#91822.
