Project narrative
In October 2018, the Chinese Government and the Government of Costa Rica signed an RMB 75,832,900 ($10,922,739) grant agreement for the National Stadium Fire and Security System Upgrading Project. The grant proceeds were drawn from an Economic and Technical Cooperation Agreement (ETCA) that the parties signed on December 19, 2018. The purpose of the project was to upgrade and renovate the security and fire systems of the National (Football) Stadium. The proceeds of the grant from China’s Ministry of Commerce (MOFCOM) were also to be used to support equipment delivery, Chinese technicians, and the training for Costa Rican personnel at the stadium. Central South Architectural Design Institute Co., Ltd (CSADI) was the contractor responsible for project design, and China Jiangxi Corporation for International Economic and Technical Cooperation (CJIC) was the contractor responsible for project implementation. Their work was overseen by the Costa Rican Institute of Sports and Recreation (Icoder). Project implementation commenced on February 18, 2020 and was originally expected to reach completion within 6 months (August 2020). The project was ultimately completed on July 23, 2021. It also achieved MOFCOM ‘completion acceptance’ in July 2021. A project completion ceremony took place on September 3, 2021.

The Chinese Government also funded the construction of the National Stadium (as captured via Record ID#37266). 3. On December 19, 2018, the Chinese Government and the Government of Costa Rica signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 100 million ($14.5 million) of grant funding for support multiple projects (see Record ID#72563 for the umbrella record). The remaining funds under the December 19, 2018 ETCA were reportedly earmarked for the Cañas Bebedero Aqueduct Project (captured via Record ID#70427).
