Project narrative

On March 16, 2018, the Chinese Government provided a grant of $6.9 million USD worth of equipment to support Cuba's livestock recovery program. China's Ministry of Commerce sent a working group to inspect the completed project in May-June 2018. This project was one of six Chinese-funded projects in Cuba, worth a combined total of $36 million USD, which were completed in 2018. The other five projects are captured by Record ID #s #54850, #54806, #54808, #54809, #69352, and #70160. The total $36 million USD in spending is captured by linked umbrella Record ID#64265.

Staff comments

This project is also referred to as the Dairy Plant Equipment Procurement Project. The Chinese name is 奶厂设备采购项目. This project may have initially been committed on March 25, 2015, when the Chinese Government signed an exchange of notes with Cuban Government for the Slaughterhouse Plant Project (宰厂项目的), which was intended to develop the agro-pastoral product processing industry, as captured by Record ID#54852 (see "中古两国政府签署关于实施屠宰厂项目的换文"). Although the two projects have different names, they have very similar purposes (related to further developing the livestock industry). However, AidData has, for the time being, decided against treating them as one and the same project because of the lack of additional information about the projects and the lack of direct evidence linking the two. This issue merits further investigation. It is unclear whether this donation was formally committed in 2018. This issue merits further investigation.
