Project narrative
On January 20, 2017, Chinese Ambassador declared the official launch of Phase 2 of the Low-Income Housing Project in Carriacou, Grenada. The Government of Grenada secured RMB 377.9 million (EC$141.16 million) of grant funding from the Chinese Government for Phase 2 through a bilateral cooperation agreement that the two parties signed in 2015. In the project’s second phase 647 residential units, 5 property rooms and supporting projects were built, with a total construction area of more than 30,000 square meters across five sites in Grenada and Carriacou: Frequente in St. George’s, Black Bay in St. John’s, Diamond in St. Mark’s, The Villa in St. Patrick’s and Dumfries in Carriacou. Beijing Construction Engineering Group was the contractor responsible for project implementation. On February 1, 2017, Chinese Ambassador Ou Boqian visited the building site in St. Mark’s with Minister Clarice Modeste-Curwen of Grenada. Then, on January 26, 2018, Chinese Ambassador Zhao Yongchen attended the commencement ceremony for the project’s second phase. On December 18, 2018, construction activities at St. Patrick were completed and a topping out ceremony was held. On May 15, 2019, a groundbreaking ceremony took place at the St. George project site. On November 20, 2020, there was an official handover ceremony for the St. Patrick's project site. In April 2021, a completion ceremony at the Diamond, St. Mark's project site was held. On May 18, 2021, a completion ceremony at the project site in Dumfries in Carriacou took place. Phase 2 was originally expected to reach completion in December 2021. By the end of 2021, the project’s second phase had achieved a 100% completion rate in Diamond, St. Mark’s, a 99.9% completion rate in Corinth, St. David, a 99.9% completion rate in Beausejour, St. George, a 100% completion rate in The Villa, St. Patrick, and a 99% completion rate in Dumfries, Carriacou. The project was completed and handed over in March 2022.
