Description

On December 19, 2003, the government of China granted EC$6.5 million to St. Lucia for the construction of a 104-bed psychiatric hospital in Le Perle. The construction was expected to begin in November 2005, but according to the Chinese Embassy source, actually began on April 3, 2006. The total cost of construction is EC$27 million, according to the WHO source. According to the 2005 press statement from the government of St. Lucia, the Chinese state-owned Anhui Foreign Economic Construction Group signed the construction contract in September 2005, following a presentation of the project design to health officials in August 2005. According to a 2003 press statement by the government of Saint Lucia, the fund was signed through an Economic and Technical Cooperation Agreement. In April 2007, the government of St. Lucia formally recognized Taiwan. Following the severing of ties with the government of the People's Republic of China in favor of Taiwan, AFECC halted construction of the psychiatric hospital. The Chinese funding for this project has since been cancelled.
