On March 15, 2012, the Chinese Government and the Government of Seychelles signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 40 million ($6.4 million or SCR 71 million) of grant funding for the Kan Gard Housing Redevelopment Project and several other project (see Umbrella Record ID#55785 and ’Budget Strategy and Outlook 2018’, page 60). China’s Ministry of Commerce (MOFCOM) was the source of grant funding, and according to the Ministry of Finance of Seychelles, it committed SCR 71 million in total . This project involved the construction of sixteen, three-bedroom units in the Kan Gard housing development within Mount Fleuri district. China Shenyang Corporation Seychelles Ltd. — a wholly-owned subsidiary of China Shenyang International Economic and Technical Cooperation Corporation — is the contractor responsible for implementation. Another company called Allied Builders is also involved in implementation. China Shenyang was awarded a contract for SRC 14,575,089.00, which was at some point revised to SRC 15,642,393.59, while Allied Builders was awarded a contract for 14,762,153.34, revised to 18,839,738.93. China Shenyang started implementation on February 21, 2018, and Allied Builders started on March 26, 2018. As of March 2020, 8 three-bedroom housing units had been completed and another 8 units were expected to be completed by the end of 2020. By December 2022, China Shenyang had completed 16 units and Allied Builders was expected to complete 8 more in January 2023.
