Description

On March 15, 2012, the Chinese Government and the Government of Seychelles signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 40 million ($6.4 million or SCR 71 million) of grant funding for the Kan Gard Housing Redevelopment Project and several other project (see Umbrella Project ID#55785 and ’Budget Strategy and Outlook 2018’, page 60). China’s Ministry of Commerce (MOFCOM) was the source of grant funding, and according to the Ministry of Finance of Seychelles, it committed SCR 71 million in total. This project involved the construction of sixteen, three-bedroom units in the Kan Gard housing development within Mount Fleuri district. China Shenyang Corporation Seychelles Ltd. — a wholly-owned subsidiary of China Shenyang International Economic and Technical Cooperation Corporation — is the contractor responsible for implementation. Another company called Allied Builders is also involved in implementation (possibly as as a subcontractor). As of March 2020, 8 eight, three-bedroom housing units were completed and another 8 units were expected to be completed by the end of 2020. The precise implementation start date for this project is unknown.
