In November 2002, when Chinese Vice-Foreign Minister Jang Wenchang was visiting Ethiopia for the China-Africa Cooperation Forum, he announced that China was ready to donate 10 million RMB for manpower development in Ethiopia. The statuses of the donation and the project are uncertain.
