Project narrative
On August 20, 2012, the Governments of China and Peru signed Letters of Exchange, in which the Chinese government committed to sending 6 Chinese experts to Peru to assist the Hospital Arzobispo Loayza Expansion Project (Project de Ampliación del Hospital Loayza). The technicians received salaries and accommodations through funds provided in the Economic and Technical Cooperation Agreement (ETCA) signed on November 23, 2009, totaling 3 million RMB. The team was expected to stay in Peru for one year, beginning at their time of arrival. While there is evidence that the they arrived in 2012, , it is unclear the exact dates of arrival and departure. The technicians included one construction expert, one water supply and drainage expert, on air conditioning experts, two electricians, and one translator-interpreter. They team both offered technical advice for the construction project and supplied additional equipment. Funds for this project were managed through the Chinese Development Bank and the Bank of the Nation of Peru (Banco de la Nación del Perú). The ETCA that funded this project provided 20 million RMB total and is captured in Record ID#73188. The construction project itself involved the addition of a General Intensive Care Unit, an Intermediate Care Unit, a Blood Bank, a Sterilization Center, and a Nutrition Center to the Archbishop Loayza National Hospital.
