On November 19, 2013, Ambassador Luo Xiaoguang and Sudan’s Minister of Agriculture and Irrigation, Mohamed Hassan Zhubala, signed a certificate officially handing over Chinese assistance for the Sudanese tractor project (援苏拖拉机项目).
