China Eximbank pledges MGA 676 billion loan for 86MW Ranomafana Hydropower Plant Construction Project

In 2016, China Eximbank agreed in principle to provide Madagascar’s Ministry of Water, Energy, and Hydrocarbons (MEH) a concessional loan for the development of the 86MW Ranomafana Hydropower Plant Construction Project. According to Madagascar’s Ministry of Finance and Budget, it contracted a China Eximbank loan worth 676 billion MGA (ariary) for this project in 2018. The China Eximbank loan was scheduled for disbursement in three tranches: 18.25 billion MGA in 2019, 149.84 MGA billion in 2020, and 155.52 billion MGA in 2021. This project involves the construction of an 86MW hydropower station, located 95 km northwest of Antananariva on the Ikopa river. It also involves the construction of transmission line HT/MT from the dam to Tanà Nord (Antanandano). The project is expected to affect 3 regions (Analamanga, Bongolava and Itasy) 5 districts (Ambohidratrimo, Ankazobe, Fenoarivobe, Miarinarivo and Arivonimamo) and 15 municipalities (Ambohidratrimo, Anosiala, Mahitsy, Mananjara, Ampanotokana, Fihaonana, Mahavelona, Ambohitromy, Antotohazo, Miantso, Maritampona, Soavimbazaha, Ambatomanga, Talata Tsimadilo, Ambohimasina). The expected duration of project implementation is 48 months. Sinohydro is the EPC contractor responsible for implementation and the value of its EPC contact is $270 million. This project has experienced a number of delays, and as of 2020, it had still not reached the implementation stage.

The Chinese project title is 马达加斯加哈努马法纳水电站项目 or 哈努马法纳水电站项目 or 及哈努马法那热水电站. 2. Given that the loan is identified as concessional in nature by multiple sources, the flow class variable is set to ODA-like for the time being.
