Project narrative
On February 6, 2018, the Chinese Government and the Government of Senegal signed an Economic and Technical Cooperation Agreement (ECTA), in which the Chinese Government committed an RMB 300 million interest-free loan to supply equipment to the University Center of Measurement and Analysis (CUMA) at the Université Cheikh Anta Diop de Dakar (UCAD). The agreement was announced during a signing ceremony between the Chinese Ambassador to Senegal Zhang Xun and Senegalese Minister of Economy, Finance and Planning Amadou Ba.
Staff comments
1. The French project title is CUMA de l’UCAD et divers projets. 2. Other agreements signed at the same time include the exchange of letters for China's donation of simultaneous translation equipment for the Economic, Social and Environmental Council (“中国向塞内加尔赠送一批同传设备的换文”) (captured via Record ID#66702); the exchange of letters of installation and access to satellite television system is more than 300 villages in Senegal (在塞内加尔三百个村落实施“万村通”项目的换文) (captured via Record ID#66560); the exchange of letters for the continuation of the support of the technical mission at the National Children’s Hospital Center in Diamniadio (Centre national hospitalier d’enfants de Diamniadio) ("继续为迪亚姆尼亚久儿童医院开展技术服务的换文") (captured via Record ID#66703). 3. The borrowing terms of the loan are unknown. For the time being, AidData assumes that the standard borrowing terms of an interest-free loan from MOFCOM apply (0% interest rate, 20 year maturity, and 10 year grace period). 4. Some sources suggest that this project was financed with an RMB 300 million grant rather than an RMB 300 million interest-free loan. This issue warrants further investigation.
