Description
In 2013, China Eximbank agreed in principle to provide $200 million loan for the Kao Cement Plant Construction Project as part of a $1 billion framework loan agreement (Project ID#31049). The purpose of the project was to construct a cement production plant in the village of Kao within the Tahoua Region with a capacity of 950,000 tonnes of cement per year. China Road and Bridge Corporation (CRBC) was the contractor responsible for implementation. On April 24, 2014, Niger President Issoufou Mahamadou participated in a foundation stone laying ceremony, marking the official start of the project. However, in 2018, the Government Niger repealed the ratification of the framework loan agreement with China Eximbank that financed this project (see Project ID#31049), which effectively suspended project implementation. In 2018 and 2019, the Chinese Government and the Government of Niger were reportedly in discussions about the possibility of relaunching this project.
