Project narrative

On July 21, 2014, the China Eximbank signed a loan agreement for constructing a new cement plant in Lara state in Venezuela. The face value of this loan and its borrowing terms are unknown. It is unclear whether this project ever reached implementation. This project was financed by a $1 billion USD credit line to PDVSA (see Umbrella Record ID#58475).
