Project narrative
On March 1, 2017, Benin’s Council of Ministers approved the Phase 2 of the Fisheries Road Project, which was to be financed with a loan from China Eximbank. Then, on September 27, 2017, the Government of Benin and Xinxing Group signed a $62 million commercial contract for the project. However, according to the Government of Benin, China Eximbank never transmitted the draft loan agreement for review and ratification, which delayed the launch of the project. The purpose of the project is to support Phase 2 of the Fisheries Road (Route des pêches), including a 22.3 km Adounko-Porte de Non-retour section, a 5.22 km Adounko-Cococodji section, a 5.5 km Avlékété-Pahou section, a 12.8 km Porte du non-retour-Bouche du Roi section, and a 8 km Porte du non-retour-RNIE1 section.

According to the Government of Benin, China Eximbank never transmitted the draft loan agreement for review and ratification, which delayed the launch of the project. Furthermore, as of July 2023, there is no evidence of official loan commitment. Therefore, the project status is coded as Pipeline: Pledge for the time being.
