In 2014, the Chinese Government committed $371,648.97 of grant funding for the training of 40 civil servants from various Democratic Republic of Congo ministries. It is unclear whether the training took place in China or DRC. As of July 2019, $362,219.68 had been disbursed for this project. The French project title is Formation des 40 fonctionnaires des Ministères de la RDC en 2014.
